Who is Sheriff Clarke going to blame for the shooting of the man in Miami who was lying on the ground with his hands up?

The officer who shot Charles Kinsey was indisputably wrong and the blame should
fall solely on his shoulders. In his interview, Kinsey says he asked the officer why
he shot him. The response: "I don't know." That's completely unacceptable for an
officer of the law.

I'm not trying to be funny, but I think these guys, the policemen, just get an extra jolt of adrenaline that instantly bypasses any intelligent reasoning, and goes straight to their motor muscle control. Thinking just gets bypassed.
