Uber is no longer supporting/recruiting/paying drivers in PCB. Last year, a cabbie blocked an Uber driver on the street and called police - Uber driver "cited" for not having the proper permits (PCB wants to treat Uber drivers like they are taxi drivers).
Back in my part time home (Memphis) we have both Uber and Lyft and I can't say enough good things about them. We've also used them in Sacramento, San Fran, Philadelphia, southern Florida, etc...
Eventually the Panhandle will embrace change. Just takes longer here sometimes ;-)
But to your point, I suppose anyone could do their own ride sharing program, but without Uber support, they'd have to set up / develop their own ride sharing app, etc. The cool thing with Uber (or Lyft) is you literally open the app, click request ride and bam...a driver is there - pretty much on demand. Places where Uber is widespread there is literally not much wait (like, open the app, request ride and driver is there within 30 seconds (downtown) or 3-5 minutes (neighborhood in the city) or 5-7 minutes (suburbs). Why? Because they are everywhere. And I like not having to use cash (payment is all done via the app so driver isn't carrying cash and passengers don't have to, either) and being able to share my ETA with a friend or family member (allows someone else to track me). I would probably spend more $ around here at the beach if I had access to ride-sharing, because I'd go out more. As it is, I'm often here without a car, and taxis are just too expensive for daily/all day/hopping around use.
