Which department of our local government do I need to call to complain about the trash that pigs throw below the dune walk overs? My neighbors and I have taken trash bags and cleaned up the walk over for our neighborhood several times but it's not our job...someone's getting paid to do this.????

The issue of trash, debris, bon fire burnt wood, etc., will be nothing new to them. Heck they have photos sent to them of where vendors dug burn barrels up the walk way hand rails, leaving damage.
You'll just be a new complainant. You should request any other Email complaints sent to them in the past year (2015) or so. They are worthless and should be disbanded.
